Work Context

Cesvi overview in Lebanon: Cesvi has been working in Lebanon since 2001 in different areas: North Lebanon (Tripoli, Halba); South Lebanon (Sidon); Mount Lebanon (Chouf); Nabatîyé (Nabatîyé); Beqaa (Zahlé); Beirut (Beirut). All the Cesvi projects – funded by institutional donors and private foundations – in the livelihood sector, food security and emergency assistance have a crosscutting component in protection. From 2006 to 2010 Cesvi’s efforts in the country were devoted to improve the social needs of the populations boosting the employment of youngsters, especially women, promoting micro entrepreneurship through the creation of incubation services inside the Municipalities and encouraging local development.
Since 2013 Cesvi has been responding to the spill over of the Syrian Crisis in Lebanon with emergency interventions in favour of vulnerable refugee families through the provision of food and non-food items. In 2014/2015 Cesvi has implemented an emergency project in Chouf Governorate which improved livelihood conditions of Syrian refugees and hosting communities in economic difficulties, through the promotion of Cash for Work activities able to increase their temporary income and to promote the social cohesion in the target zone.

Project title: “Vocational Training Program for Youth in Lebanon”

Objective: Transferring to vulnerable Syrian and Lebanese youth life skills and vocational skills to develop their abilities, build their knowledge and improve their living conditions
The project foresees vocational training program for transferring to vulnerable Syrian and Lebanese youth life skills and vocational skills to develop their abilities build their knowledge and improve their living conditions. The project is funded by UNICEF with AVSI as the lead applicant.

Location: Beirut, Tripoli, Zahle, Saida and Jbeil

Job Description
The main duty station will be in Beirut; frequent field visits and coordination meetings with local NGO partners have to be attended in Tripoli, Zahle, Saida and Jbeil.

The collaboration will start on the 15th of January 2017.

Main tasks:
As Project Manager:

  • S/He will directly plan and supervise all project activities, guaranteeing a constant support to all project stakeholders
  • S/He will directly coordinate the intervention with the other INGO and local NGOs partners
  • S/He will oversee administration, accounting, procurement and staffing issues related to project activities
  • S/He will coordinate the Operational staff for the direct implementation and monitoring activities on the ground
  • S/He will responsible in accordance with the deadlines and in collaboration with the other INGO partner, of the projects reporting (activities planning, monthly program progress and project final report)
  • S/He will conduct training /mentoring /coaching for project staff team on an ongoing basis
  • S/He will guarantee that all the activities are in line with Donors’, consortium and Cesvi procedures and rules.
  • S/He will manage liaisons with all the relevant stakeholders, including local and international NGOs involved in the project

As Head of Mission:

  • S/He will represent Cesvi with Donors, partners (including Alliance2015), stakeholders, sector working groups and coordination body and fora, and any other appropriate network aiming at raising Cesvi profile within the country
  • S/He will contribute to and be responsible for the implementation of the strategic vision and direction of Cesvi in Lebanon in the most efficient and effective way and to secure the necessary resources to ensure its realization
  • S/He will write new project proposals in coordination with HQ and the field
  • S/he will be in charge of registration process in the Country in coordination with the Legal department and the Desk Officer

Required Competencies

-University-advanced degree in Social Sciences, Political Sciences and related fields
-Minimum 4 years of proven management experience in leading the development and ensuring successful delivery of programme strategy within a humanitarian context
-Previous experience in dealing in consortium
-Proven experience in personnel management
-Proven experience working experience(s) in emergency countries (MENA region) and in Lebanon
-Experience in working with UN system and especially with UNICEF
-Be able to facilitate the further development of emergency programmes in the area and to identify and quickly react to funding opportunities
-Ability to prepare clear and concise report and project proposals - writing skills
-Strong communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships
-Proven capacity in managing Donors’ relations and in supporting and guiding the development of proposals and funds acquisition
-Capacity to work independently, strong strategic and creative thinking
-Fluency in English and Italian (oral and written)

Desirable Competencies

-Previous experience in Livelihood, Vocational Training
-Good administration and accounting skills on-the-spot - constant supervision and monitoring upon project administration
-Office management skills
-Knowledge of Arabic is a plu
