Work Context
Cesvi works in Libya since 2011. Following the turmoil of mid 2014 the expatriate staff has been temporarily evacuated, guaranteeing the management by remote. From 2016 the remote management is done from Tunisia and is based on evaluation of existing situation. Cesvi plans to return with expatriate staff to Tripoli with a key initial staff, based on the on-going security assessment.
Cesvi provide a strength and enhanced integrated service in order to address the specific needs in term of protection of Refugees, Asylum Seekers and IDPs affected by the ongoing unstable situation in Libya. Ongoing emergency projects (cash transfer with protection components, child friendly spaces, distribution of NFIs) are implemented in Benghazi and Tripoli.
Due to the current situation in Libya, the Country office is based in Tunis in order to keep the coordination with the international partners and donor.
The Protection officer will provide technical leadership to capture program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policy makers and other stakeholders of the lessons learned. This individual shall be responsible for the knowledge management aspect of the project.
Main tasks will be: directly coordinate the protection team in Benghazi and Tripoli, develop protection monitoring and outreach, ensure valid and verifiable data collection and analysis and maintain relations with Donor’s technical staff
Job Description
The collaboration will start at the beginning of February 2017
The main duty station will be the Country Office in Tunis, with field visits for all programs if security will allowed.
The Protection Manger will work under the direct supervision of Program Manager
Main tasks:
- S/He will directly plan protection activities: protection monitoring and outreach
- Prepare and submit weekly, monthly report to the Donor guaranteeing the compliance of the data collected
- Oversee and directly contribute to the development and implementation of MEAL tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
- Develop high quality quantitative and qualitative methods to monitor program quality for performance and results.
- Supervise one internship expatriate staff for the case management component of the project
- Provide training to staff and potential implementing partners on MEAL components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- S/He will directly coordinate Cesvi’s protection intervention with the other INGOs partners
- S/He will contribute to write quarter and final report in coordination with the PM
- S/He will actively participate to the Sector Working Group.
- S/He will contribute to write new project proposals in coordination with the PM
Required Competencies
-University degree
-At least 3 year experience in managing and coordinating (type) programs
-Experience in working in protection to refugees and asylum seekers and MEAL
-Strong communication and diplomatic skills, and demonstrated experience in networking and building effective partnerships
-Proven experience in personnel management
-Strategic thinking and innovation
-Fluency in English (written and spoken)
Desirable Competencies
-Knowledge of Libya and MENA region (previous experience will be considered a plus)
-Strong experience in protection/profiling and MEAL
-Strong computer skills including Microsoft Word, Excel
-Knowledge of French and Arabic is considered a plus
