Myanmar: Health Sector Coordinator- Myanmar

Work Context

Main focus of Cesvi’s interventions in Myanmar is Community Empowerment with integrated actions on Health, Livelihood, Wash and Environment. Cesvi’s volume of activities and operational capacity in Myanmar have been increasing in the last years, now reaching around 500.000 beneficiaries with a team of more than 300 staff. Cesvi is currently working in health sector in two States (Northern Shan and Kachin) and four Regions (Magway, Sagaing, Mandalay and Yangon) with a total of 23 Townships and more than 1.000 villages covered. Cesvi is operating from a main Country Office in Yangon, Area Offices in Pyin Oo Lwin and Magway and Field Offices in almost every Township.

The Health Program is currently implemented through three specific projects:

  • 2 projects funded by the Global Fund, and focusing on TB and Malaria control: the general strategy of the projects is to strengthen and support a community health networks at village level. The main activities are: training of Village Health Volunteers on Malaria and TB, advocacy and social mobilization, Long Lasting Insecticidal Nets (LLINs) distribution, bed nets impregnation campaigns, health education, early diagnosis (through RDT Test) and treatment of uncomplicated malaria cases, referral of severe/complicated malaria cases, mobile clinics for PHC, TB case detection and referral, DOTS at village level. The Malaria component of the Program expanded also to three Townships in Kachin State, including IDP camps.
  • 1 project funded by 3MDG Fund, focusing on improving child and maternal health in the Townships of Namthu, Namhsang and Manton. The main activities implemented are the design of the Comprehensive Township Health Plan (CTHP); the creation of trainings for Community Health Workers and Auxiliary Midwives together with the definition of an assured supply chain system of commodities, such as drugs or delivery kits; and the implementation of On-the-job-trainings and training on CHMIS.

Areas of interest for the expansion of Cesvi Health Sector in Myanmar are represented by Maternal, Newborn and Child Health (MNCH, including PMTCT of HIV), Sexual Reproductive Health, Artemisin Resistance Containment and a change of strategy on malaria moving from Control to Elimination.
Geographical focus will remain on North Shan and Kachin, while exploring opportunities in the peri-urban area of Yangon.

Job Description

The collaboration will start in July 2016.
The incumbent will based in Yangon with regular monitoring and supervision visits to the field offices in Mandalay Region, Northern Shan State and Kachin State.
The HSC will be responsible for:
-Detailed planning and coordination of all project activities, with the support of the international administrator/logistician and national staff.
-Monitoring and supervision of the project activities, consolidation (project identification – including field assessment.
-Coordination with stakeholders of Cesvi Health Sector within the Country.
-Relation and coordination with the Principal Recipient of the grant (Save the Children).
-Develop new project proposals in close coordination with the senior management staff.

-S/he will check and make sure the projects’ activities fulfil the scheduled objectives, especially:
-coordinating and monitoring the implementation of the activities
-ensuring that such activities meet with the Country regulations and the donor’s requirements
-ensuring that the specific project’s procedures are followed: Field Manual M&E Guidelines, Pharmacy Management Guidelines
-ensuring that the Organization’s procedures and regulations are accomplished (Security Manual, Overseas Offices Administration Manual, Logistics Manual, Visibility and Communication Manual).

-S/he will support the Country Administrator/Logistic Coordinator in all the administrative aspects of the project (accounting, budgeting, procurement, financial reporting).
-S/he will be responsible of all the documents of the project.
-S/he will keep an efficient organization of the offices and the staff, supported by Project managers or Project Local Coordinators (PLCs) based in the main Area Offices.
-S/he will prepare, within the established deadlines, the project reports (activities review report, programmatic report, stock report, financial report) as requested by the donor and the Headquarters.
-S/he will recognize and report any necessary variation, extension or revision of the original project.
-S/he will identify and present new project proposals, guaranteeing missions to carry out feasibility surveys in the country or region, in accordance with the HQ and the CR.
-S/he will analyse the actual projects and strategies of other stakeholders (NGO and international organizations) within the same sector/geographical area, and he/she will participate in technical meeting and health clusters.

The HSC reports directly to HQ’s Desk Officer, works under the coordination of the Country Representative (CR) and works in close collaboration with the other Cesvi’s international and national staff in the Country.

Required Competencies

-Health background with Master’s Degree in Public Health, or equivalent experience in Health Projects.
-Proven experience in management of health projects and/or programs (minimum 3 years) both in emergency and development context (Malaria, TB, MNCH, HIV/AIDS).
-Proven tracks of success in project identification and in drafting proposal (minimum 2 years) with special focus on both emergency response and development.
-Proven experience in financial planning and accounting.
-Experience in M&E and reporting.
-Good communication skills.
-Excellent leadership, management, teamwork & interpersonal skills.
-Strong computer skills including Microsoft Word, Excel, Outlook and Power Point.
-Fluency in English (written and spoken).

Desirable Competencies

-Attention to detail, ability to follow procedures, to meet deadlines and good organization of project’s data and documents.
-Good coordination skills within a wide range of stakeholders (Donors, IPs, partners, coordination agencies, clusters, INGOs).
