Emergency Logistics & Supply Manager | Roving position

WORK CONTEXT

The Emergency Logistics and Supply Manager (ELM) works within the Humanitarian Operations (HO) Unit will undertake short-term deployments, up to 8 weeks, to different CESVI country operations. The assignments are based on the activities of CESVI HO Unit. S/He will have the responsibility of ensuring that the Logistics and Supply Chain set up in the respective countries is according to CESVI’s standards and support the activities of the HO unit.

The ELM is aware of, understands and ensures compliance with all of CESVI’s policies and procedures. Represents CESVI to relevant external stakeholders as necessary.

The present position is referred to the set up of CESVI operations in the Gaza strip.

Duty station: Cairo with frequent travels to Gaza strip.

JOB DESCRIPTION

Main responsibility

In coordination with the Emergency Response Coordinator and the HQ Logistics and Procurement Coordinator, deployment and management of an effective Logistics and Supply Chain support to the Emergency Response in compliance with CESVI established procedures, donor rules and regulations, and applicable laws including supply chain deployment, procurement planning, market surveys, vendor registration; premises identification (warehouses, guesthouses, offices, etc.), certification and quality assurance; staff deployment, hiring and training.

Generic responsibilities:

– Ensure that country Logistics and Supply Chain set up comply with the Logistics and the Procurement Manuals, CESVI policies and donor requirements;

– Implement CESVI’s logistics systems and procedures;

– Training and support of line managers and staff with logistics and supply chain responsibilities;

– Management of the logistics and supply chain team during the emergency response;

– Ensure anti-corruption focus in procedures and trainings;

– Contribute to filing systems/archives according to CESVI standards in all offices;

– Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers;

– Provide regular analysis and reports.

Specific responsibilities:

– Ensure the timely delivery of logistics support services to HO unit activities;

– Ensure the timely delivery of goods and services, in line with projects’ timelines;

– Support on and develop relevant logs training including coaching of newly recruited Logistics and Supply staff;

– Oversight and coordination of market analysis by logistics staff to support project modality decisions with analysis of the functionality and accessibility of markets local to target populations;

Duties:

All below duties will be implemented in context of first response to emergencies, which sometimes includes the opening of new missions. If this is the case, the implementation of these duties will be framed into the creation and set-up ex novo of the needed processes and infrastructures.

Deployment activation:

Liaising with the HQ Logistics and Procurement Coordinator:

– Work with HO team to develop initial Emergency response deployment plan. Provides analysis and input for HO deployment Go/No-Go process.

– Coordinates the development of logistics aspects of project proposals including supply chain design, procurement planning, and deviation requests.

– Support the HO Unit and the country management, if existing, in the deployment of initial and subsequent logistics and procurement teams including initial field structure, coordination protocols and reporting mechanisms.

– Assesses export and import procedures and international shipments meet compliance and documentation requirements.

– Works to identify consignee when CESVI has no established presence including assessing long term emergency response consignee partner.

Deployment execution:

– Desk or in-country coordination of the ER Logistics deployment; ensure high level of coordination with HO Unit and HQ Logistics and Procurement.

– Logistics Management providing Logistics support in relation to vehicle, premises, equipment/asset, IT, communication and other required supports to projects, logistics operations or ERP systems.

– Warehouse response capacity to assess, register, contract, and improve warehouse and transport elements meeting the quality assurance levels expected for the type of intervention and later manage the movements of commodities.

– Procurement Management capacity to support project team in the design and execution of procurement plans and individual procurement request through coordinated protocols enabling streamlined procurement process.

– Coordinates the design and deployment of: Initial procurement response capacity to set procurement foundations including market surveys, vendor registration and prequalification, request for blanket purchase agreements, hiring and training.

Coordination and transition mechanisms:

– Provides regular updates to the HQ Logistics and Procurement Coordinator with emphasis on challenges, gaps and red-flags. Coordinates resolution of those elements.

– Ensures effective coordination with the HQ Logistics and Procurement Coordinator for the activation of CESVI emergency preparedness capacities.

– Within the HO team, with other in-country stakeholders.

– Ensures effective coordination with country-based Logistics Cluster members and other organizations to maximize supply chain opportunities.

– Ensure the communication to in-country team, if present, of regular updates of procurement pipeline and stock inventories is effective.

– Works with in-country team, if present, HO Unit and HQ Logistics and Procurement at: Transition strategies towards recovery and rehabilitation phase of emergency, including thorough handover of responsibilities to longer-term, non-emergency personnel.

– Work with initial response teams to identify and build as early as possible a national capacity to take over from the initial response team. Coordinate and facilitate transition.

– Ensures induction and trainings take place for logistics and procurement and non-logistics staff.

– Close-out strategies including disposition plans for remaining equipment and supplies, works at minimizing CESVI losses and financial risks.

– Regular Logistics and Supply chain review workshops including identification of lessons learnt and building those into improvement plans (for current or future emergency responses)

REQUIREMENTS

ESSENTIALS

  • An undergraduate university degree in a relevant field of study;
  • Minimum 5 years of experience from working as a senior Logistics and/or Supply Chain Manager in a humanitarian/recovery context;
  • Advanced knowledge and expertise in Logistics and/or Supply Chain;
  • Experience from working in complex and volatile contexts;
  • Fluency in English, both written and verbal;
  • Valid driver’s license.

DESIRABLE

  • Documented results related to the position’s responsibilities;
  • Experience of data collection, analysis and report writing;
  • Knowledge of market analysis tools and approaches;
  • Knowledge and skills in market assessments, analysis;
  • Knowledge about own leadership skills/profile;
  • Basic knowledge of Arabic
