WORK CONTEXT

The humanitarian and socioeconomic crisis in Sudan continued to deteriorate throughout 2024, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest internal mass displacements in Africa’s history. Food availability is hampered by the current conflict, and price increases reduce access to food, medicine and other basic goods.

The number of people displaced by the conflict that started on 15 April 2023 continues to increase. About 8.1 million people fled their homes in Sudan, this includes about 6.3 million people displaced within Sudan and another 1.8 million people who fled abroad.

CESVI is planning to start its humanitarian operations in the country with a particular focus on protection and livelihood sectors and is currently focusing on the most affected areas.

JOB DESCRIPTION

The general purpose of the post is to ensure the set up and structuring of the missions and the supervision of the daily programme activities working in close coordination with the Emergency Unit team (E-Unit) in HQ (Bergamo).

Communication and representation

-Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities;

-Proactively participate (remotely) in coordination meeting at Port Sudan and field level;

-Ensure proactive coordination with Alliance 2015 partners present in the country.

Assessment, Programme Design and Planning

-Under direct supervision of the E-Unit team in HQ, organize in-depth emergency assessments with focus on CESVIs’ core sectors: PROTECTION, WASH, DRR, Livelihood and Food Security;

-Coordinates the initial set up and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy;

-Assists and advises on securing donor funding (mainly ECHO, UNICEF, BHA, AICS, WFP) for emergency projects;

-With the support of the E-Unit in HQ, lead the projects design and proposals preparation and submission for institutional and public funding;

-With the support of the E-Unit in HQ, lead the definition and design of CESVI country strategy.

Information and reporting:

-Transmit information received from headquarters to field teams;

-Responsible for the continuity and quality of field-headquarters reporting;

-Prepare monthly reports (including humanitarian analysis) on CESVI operations in the country and on the development of the humanitarian situation;

-Provide regular update to Fundraising and Communication Unit in HQ.

Finance/Admin & Operations:

-Coordinate with the Country Administrator or, in its absence, with the Area Administrative Coordinator in HQ and the E-Unit Team on the economic and financial planning of the mission;

-In collaboration with the Country Administrator or, in its absence, with the Area Administrative Coordinator in HQ and E-Unit, ensure self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts;

-Define and set up missions SoPs according to CESVI internal standards and procedures.

Human Resources:

For expatriate staff:

-Identification of human resources new needs, development of job profiles, preparation of the mission organisation chart; support and advice of the team;

-Ensure proper coordination with all expat team of the missions in respect to the different reporting lines.

For national staff:

-In coordination with E-Unit and with the support of the Country Administrator or, in its absence, with the Area Administrative Coordinator in HQ definition and set-up of the national staff management policy, ensuring that the mission's internal rules and regulations are put in place.

-Recruit, coordinate, guide and supervise national core staff, and evaluate their performance;

Security:

-In collaboration with Security Advisor point in HQ, drafting and validation the main missions security SoPs (movements, GH/offices, vehicles, etc );

-Interaction on security issues with headquarters (Security Advisor) and with other relevant actors.

ESSENTIAL REQUIREMENTS

Degree in International cooperation, Development studies or other related fields

5 to 7 years’ working experience in emergency contexts as expatriate with INGOs in the humanitarian sector in a role comparable to Head of Mission/Emergency coordinator.

Proven experience in first humanitarian response in man-made disaster settings.

Proven experience in emergency mission set-up

Strong writing skills: the Emergency Coordinator will bring a well-established track record of developing winning funding proposals to donors such as EU/ECHO, UN agencies, BHA, AICS – Italian Cooperation etc.

Proven ability in development of needs-based and context-based project proposals, including budget development

Proven experience in building networks and partnerships

Strong negotiation and diplomacy skills

Capacity to effectively manage relations with Donors, potential Partners (international and national NGOs), and local authorities

Good organizational skills, ability to follow procedures, meet deadlines and work cooperatively

Excellent problem-solving and analytical skills

Highly flexible with the ability to set priorities and change programmes according to issues that may arise

Excellent knowledge of English (written and spoken)

Strong computer skills including Microsoft Word, Excel.

DESIRABLE REQUIREMENTS

Proven working experience in East Africa with INGOs

Proven working experience in Sudan

Logistics in emergency/ post-emergency settings

HEAT Training or equivalent in personal security and security management

Knowledge of Italian (written and spoken)

Knowledge of Arabic (written and spoken)

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
