Part-Time Administrative Officer, Ethiopia

Job Description

Grounds for Health is an international non-profit organization with the mission to reduce cervical cancer among women in developing countries. The organization is based in the United States with staff there and in Nicaragua, Peru and Ethiopia.

In September 2015, Grounds for Health was officially registered as a charitable agency in Ethiopia. Grounds for Health is looking for a Part-Time Administrative Officer to support financial, human resource and reporting functions. The position will be based in Addis Ababa or Hawassa, Ethiopia, will report to the Program Manager, and will require 1 day per month plus one additional day each quarter for reporting.

General Purpose

As part of the Grounds for Health team, the Administrative Officer will perform primarily financial, administrative, and reporting tasks, occasionally supporting procurement, asset management, and processing of visas or work permits for international staff and consultants. The Administrative Officer must have extensive knowledge of reporting requirements and legal compliance for charitable societies in Ethiopia and be able to submit reports and interact with government agencies to ensure Grounds for Health’s compliance.

Job Tasks and Responsibilities

  • Administration:
  • Manage payroll and personnel files, including completion and maintenance of employment documentation, tax withholding, fringe benefits and salary payments.
  • Finance:
  • Review monthly and quarterly expenditure reports for accuracy and proper documentation, and reconcile with bank statement.
  • Ensure compliance of project expenditures, including personnel costs, administrative expenses, and operating costs, with Ethiopian laws.
  • Monitor overall expenditures to ensure that budget falls within the 70/30 rule.
  • Prepare and submit financial reports and required documentation in compliance with local government laws and regulations.
  • Other:
  • Execute equipment procurement according to regulations. Advise and oversee asset management.
  • Process applications for business visas and work permits for international staff and consultants.

Education and Experience

  • Bachelors’ degree in accounting, finance, project administration, or other relevant field.
  • At least 3 years of successful experience providing administrative support to an international organization, including financial tracking and reporting, contracts management, HR-related matters, and equipment and supplies procurement.
  • Advanced understanding of Ethiopian Charities and Societies Law, especially the 70/30 rule and reporting and compliance regulations.
  • Fluent in English and Amharic. Strong written and verbal communication skills.
  • Familiarity with MS Office software.
