WORK CONTEXT
Cesvi has been working in Haiti since 2009, implementing its projects in the field of emergency, children's rights, food security and watershed management in the South, North and West departments.
Actually is working in two areas of Haiti: Port-au-Prince (PAP) and Les Cayes.
In PAP supporting the House of Smile: The House of Smiles opened in 2010 at Wharf Jérémie, a quarter in the disadvantaged area of Cité Soleil (PAP), offering recreational activities and psychological counseling to children and adolescents. Despite its being inside a formal school, the House of Smiles is open to all those interested in additional lessons and after-school recreational activities.
Thanks to the participation of other institutions and NGOs, the House of Smiles has become a reference point for the awareness of the whole community.
In Aquin (Les Cayes), we had a strong experience working with farmers to improve their productivity with environmentally-friendly practices (farm planning). 326 families received technical support and assistance with the use of seeds and animal husbandry. Farmers have also participated in training sessions on techniques for soil conservation. Each farmer received a tailor-made plan, created with the participation of the family and based on the unique characteristics of their farm.
We started recently (on February 2016) a project of Emergency response and resilience building: an integrated approach to improve food security in Haiti. The Action will be implemented in 3 communal sections in the area of Aquin, in 11 localities, selected due to the emergency situation characterized by severe drought, low farming productivity and a possible increase of an already high food insecurity level, as confirmed by Cesvi assessment of November. The beneficiaries of the Action will be 2.300 HHs who present high food insecurity index and high rate of negative coping strategies. At the same time the Action will address families with disabled or with limited mobility people as well as families headed by women. Cesvi Action links emergency interventions to resilience building, with the objective to improve food security conditions of vulnerable households affected by drought, by improving their ability to withstand, adapt and recover from stresses and shocks.
JOB DESCRIPTION
The collaboration will start in May 2016.
The main duty station will be Les Cayes, and Port au Prince for coordination and representative duties. The person will respond to the CR.
The PM has the responsibility to manage and report on all aspects of the project, in line with the objectives, timeframe and budget, and support the CR for identification, and writing proposal for new funding opportunities.
Main tasks and duties:
Project management
1.Be responsible for the overall project management and implementation, the compliance with the objectives of the project, including budget compliance staffing and reporting.
2.Supervise all activities related to administration, accounting, procurement (in accordance with CESVI rules and regulations), in dialogue with the expat administrator.
3.Guaranteeing a constant relation and support to all project stakeholders.
4.Guarantee clear documentation of all project activities, through reports and other visibility tools, as required and agreed upon with CESVI headquarters and the donor.
5.Ensure strategic coordination with complementary actions.
6.Ensure the elaboration of internal report to be submitted to the CR on achievements, projects, problems encountered, pertinent developments, and strategic needs.
7.Be involved in visibility actions taken by CESVI headquarters in order to promote in-Country activities and to raise funds accordingly.
8.Attend meetings with UN Agencies representatives, EU representatives, local and international NGOs officers, partners, governmental partners, and civil society representatives, whenever required.
9.Seek funding possibilities and create project proposals for private and public donors, according to CESVI Country strategy and the CR.
The PM will attend a compulsory training at the beginning of his/her assignment at Headquarters level and carry out briefing and de-briefing meetings with the Desk Officer at the beginning and at the end of his/her assignment
REQUIRED COMPETENCIES
-Master degree in economics, agronomy, political science, international affairs, or other related field;
-Minimum 3 years' experience working in foreign countries and agricultural, livelihoods, or other related development projects;
-Excellent abilities in dealing with donors for presentation and negotiation of project proposals;
-Proven experience in project writing (from assessment to final presentation);
-Communication skills with ability to work closely with local staff, beneficiaries, and partners;
-Excellent problem-solving and analytical skills;
-Strong leadership, supervisory and interpersonal skills as well as experience with NGO procedures (and donor procedures), approaches and operations;
-Good organizational and time management skills;
-Ability to work under pressure of deadlines;
-Cross cultural awareness, sensitivity, and patience;
-Very flexible and with a positive attitude;
-Effective team member;
-Computer literacy, particularly in Microsoft Office Programs as well as accounting packages & other database competencies;
-Excellent knowledge of French written and spoken;
-Willing to travel frequently in-country;
-Good Knowledge of English.
DESIDERABLE COMPETENCIES
-Previous experience in Haiti.
-Post graduate qualifications in management, development, international cooperation or related field.
-Skills in developing, delivering and evaluating training for staff members.
-Understanding of development issues and the organizational goals.
-Good Knowledge of Italian.
